モンゴルのインフレ目標は6%だ

モンゴル銀行総裁によると、中央銀行の役割は、金融政策による物価の安定化だが、モンゴルのインフレ目標は6%で、許容幅は±2%を目指しているそうだ。金利を下げるためには、融資コストを削減する仕組みが必要だ。貸倒引当金の設置コスト、紛争時の裁判費用などがかからないようにするためにも、銀行関係の法整備が求められる。マネーロンダリングに関する金融活動作業部会FATFのグレーリストから外れましたが、今後も銀行の健全性を維持するための努力と法整備が必要だ。マネーロンダリングやテロリズムへの資金供与などを防止するために、FATFによる「40の勧告」、「11種類の直接的効果」を実現していかなければならない。住宅ローンは当初はモンゴル銀行の管轄だったが、モンゴルが国際通貨基金の拡大信用供与措置を受けているため、管轄機関が変更されていた。しかし、新型コロナ対策の臨時法改訂により、現在はモンゴル銀行が管轄し、金利6%の住宅ローンを実施している。現在、施行されているのは臨時の法律なので、将来的な住宅金融機構の設立なども視野に入れ、法案が国会で審議されている。市中銀行に対して、資産健全性評価が実施された。倒産のおそれがある銀行があるが、金融ショックが起こらないようするための措置が必要だ。預金者保護のために預金保険機構などが役割を果たすとのこと。
